Instructions, terms and general information
The Directorate of Customs in Reykjavík sets regulations concerning cargo security. It sees to the publication of forms for cargo security declarations and other information regarding cargo security in addition to cargo security seals. The goal of cargo security measures shall be to prohibit any kind of hazardous substances, weapons and instruments that can be used to threaten people, ships or harbors, and that has not been granted specific authority for transport, from entering a restricted area or getting on board a transport vessel.
Definition of terms:
Cargo security representative: Employees of certified secure cargo handlers (e.g., exporters, cargo transporters and freight forwarders) that have been approved by the Directorate of Customs in Reykjavik to act in a further specified capacity in respect to cargo security.
Certified cargo transporter: Transport company that has been approved by the Directorate of Customs in Reykjavik to transport cargo domestically, and to export cargo.
Cargo security seal: Seal that the customs authority uses for sealing, or allowing to seal, export containers.
Cargo security declaration: Document filled out by the shipper in accordance with Directorate of Customs regulations. The document or a copy of it shall accompany the cargo to shipside.
Port cargo security representative: Port employees approved by the Iceland Maritime Administration to see to security affairs in harbor areas.
Harbor area: Area of the harbor designated in the port plan.
Port facility: One or more areas within each port area according to a definition by the Icelandic Maritime Administration. A port facility can also be a restricted area.
Restricted area: An area where access is restricted. A restricted area can also be a port facility. A restricted area can be one or more areas inside a port facility.
Cargo security seal
All cargo containers loaded in Iceland for export shall be sealed with a bottle-shaped seal.
- This seal is bottle-shaped and does not require a tool to close.
- The seal shall bear a running number, e.g., (IS-SCS - 121212).
- Parties who are approved to receive cargo seals
- Approved secure cargo handlers get seals from the Directorate of Customs in Reykjavik for a fee.
- Parties who have received secure cargo seals from the Directorate of Customs shall keep them secure, and take care that they are not lost or mishandled.
- A record shall be made of the seals used.
- If a seal must be broken, or is damaged, the Directorate of Customs in Reykjavík shall be notified of this as soon as possible. Damaged or broken seals shall be preserved and then delivered to the Directorate of Customs in Reykjavik.
- These seals shall also be recorded with an appropriate comment.
- If seals are lost, notice of this shall be sent to the Directorate of Customs in Reykjavik in a written report.
Cargo security declaration – Loaded closed containers
- A cargo security declaration in triplicate shall accompany each exported container of goods.
The Office of the Directorate of Customs in Reykjavík gets the original, cargo security declaration at the place of loading, and the shipper(s) a copy that accompanies cargo to shipside. - This form is available on the Directorate of Customs’ website: http://www.tollur.is/
When an approved cargo security representative of the exporter has delivered to the port security representative, or the cargo transporter's cargo security representative, a loaded cargo container, along with a cargo security declaration, responsibility for the shipment is deemed to pass to the cargo security representative or cargo transporter, depending on circumstances.
Loaded unsealed containers
An unsealed, loaded cargo container may not be moved from its loading site into a restricted area of a cargo transporter or port. If a loaded cargo container arrives unsealed at an export destination, a port security representative or the shipper shall see to it that the contents are properly inspected, and the relevant directorate of customs shall be notified, before the container is sealed with a security seal. A container that has been sealed with a cargo security seal shall be moved immediately to a restricted area of the relevant port.
Household effects
Contact a packing company or the Directorate of Customs in Reykjavík regarding certification for transporting household effects.
Exporters that have not received certification
Exporters that have not received certification shall contact the Directorate of Customs and declare the planned cargo export.
Queries regarding this matter should be addressed to the Directorate of Customs in Reykjavík, or the customs authority in the respective district.
Laws pertaining to Cargo Security shall enter into force in October 2004.
